On November 26, 2010, while off-duty, Detective Dollar, along with Deputy Timothy Watford, assaulted a handcuffed man, Patrick Harrington, who was lying on the ground and not resisting. The assault resulted in multiple lacerations, facial fractures, and a ruptured eardrum for Harrington. Dollar pleaded guilty to a civil rights charge and faced a maximum sentence of 57 months in prison.
