On February 25, 2015, Officer Williams struck inmate Raheem Jacobs in the neck and head while Jacobs was compliant with his hands behind his back. Williams delivered multiple blows, including a backhand slap to Jacobs’ face. This incident led to a lawsuit resulting in a $300,000 settlement paid by Cumberland County. Williams faced criminal charges, ultimately pleading guilty to a lesser charge, and accepted a 960-hour unpaid suspension.
