Neal J. Armstrong – Cumberland County Sheriff’s Department

On February 25, 2015, Officer Armstrong was involved in the excessive force incident against inmate Raheem Jacobs. Armstrong grabbed Jacobs, who was compliant, and put him into a neck hold, forcing him to the floor. Armstrong, along with other officers, was implicated in the lawsuit that led to a $300,000 settlement. Armstrong faced disciplinary actions, including a suspension.
