On September 7, 2018, Chief Deputy Richard Young allegedly used excessive force against 80-year-old Mrs. Amatucci at the Carroll County Attorney’s Office. Mrs. Amatucci claimed that Young grabbed, squeezed, and twisted her arm, causing extreme pain and injury, despite her not posing any threat. She filed a lawsuit alleging violations of her Fourth Amendment rights and state tort claims including assault and intentional infliction of emotional distress. The case was reviewed in 2019.
