In 2021, Officer Robert Hanks was involved in an incident where an inmate, O’Neal Payne, was dragged across the jail floor by a rope attached to his handcuffed wrists. The incident led to a lawsuit alleging excessive force and inhumane treatment. Hanks was placed on leave during the investigation but was later reinstated without charges.
