In 2007, while with the Argo Police Department, Moses faced two FBI investigations for excessive force, one involving Jerry Joe Rich, resulting in a $45,000 settlement by the city. Despite this history, Argo rehired him in 2012 without a thorough background check. In 2014, Moses was sued by Michael Glasscox for excessive force during an arrest, leading to a federal lawsuit against both Moses and the City of Argo.
