    On March 10, 2010, Deputy Joseph Neidert assisted in the arrest of Dr. Anthony Perrone in Penfield, NY. Perrone, who was compliant, was handcuffed tightly, causing significant pain. Despite Perrone’s repeated complaints, Neidert dismissed them. Perrone sustained permanent injuries. A lawsuit was filed alleging excessive force and negligence. The court allowed claims against Neidert to proceed, indicating potential constitutional violations.
