In August 2010, Deputy Jailer Tom Maxwell was implicated in the case of Shannon Ray Finn, an inmate who died from delirium tremens due to alcohol withdrawal. Deputy Maxwell observed Finn on his knees, shaking and mumbling, yet recorded that Finn ‘appears to be ok’ and did not report his observations to medical staff. This failure to act appropriately led to a lawsuit alleging deliberate indifference to Finn’s medical needs.
