Richard ‘Rico’ Wiseman – Allen Parish Sheriff’s Office

In 2017, Deputy Richard ‘Rico’ Wiseman arrested Kayla Danielle Langley after she called for assistance to remove a person from her home. Despite Langley’s protests and demands to see the warrant, Wiseman proceeded with the arrest. En route to jail, Wiseman acknowledged to Deputy Blair Fontenot that they might have arrested the wrong person. Fontenot instructed to continue holding her. Langley was detained for several hours before release. A federal lawsuit was filed against Wiseman and other deputies, alleging violations of constitutional rights and inadequate training. Langley now suffers from depression and other mental health conditions due to the incident. • Share Your Experience: Submit your own police interaction story
  • Browse the Forums: Check if your local law enforcement has been documented

Important Community Guidelines

It is strictly against our rules to:

  • Make threats of any kind
  • Share private information such as personal emails, home addresses, or phone numbers

Violation of these rules will result in immediate content removal and possible account suspension.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
