In March 2016, after inmate Strong reported sexual harassment by Officer Wilson, Captain Verheyen allegedly attempted to dissuade Strong from pursuing a formal complaint by offering to move him to a more comfortable area of the jail. This action was perceived as an attempt to suppress the complaint, leading to a lawsuit filed by Strong against Verheyen and the Outagamie County Sheriff’s Department.
