On June 23, 1996, Officer Walter Inabinett was involved in an incident where he allegedly used excessive force during the arrest of a woman named Battle. The plaintiff claimed that Inabinett rear-ended her car, forcibly removed her from the vehicle, handcuffed her, and placed his knee on her neck for an extended period, causing difficulty in breathing. A lawsuit was filed alleging excessive force and violation of constitutional rights. The court found that the plaintiff failed to prove that the City’s policy or custom caused her injuries and granted summary judgment in favor of the defendants.
