In October 2022, while off-duty, Officer Kevin Walter engaged in sexual intercourse with a woman he knew while she was inebriated, possibly to the point of being unable to give consent. He was convicted of sexual misconduct in June 2023, fined $3,500, and ordered to pay a $500 victims’ compensation fund assessment. Additionally, he was prohibited from contacting the victim. Following the conviction, the City of Madison initiated an administrative investigation to determine appropriate actions regarding his employment.
