In October 2005, Officer David Webb impounded Jamie Burt’s vehicle after citing her for driving without a license, no insurance, and a seat belt violation. Despite her requests for assistance, Webb left her stranded at a service station. Approximately 45 minutes later, Burt was abducted at gunpoint and raped. She filed a lawsuit against Webb and the City of Montevallo, alleging negligence and wantonness leading to her assault. The lawsuit highlighted that Webb’s actions did not conform to approved law enforcement procedures in Alabama.
