In 2014, Officer Steve Dutton was accused of falsifying charges against Mr. Gibbons, leading to wrongful arrests. Mr. Gibbons alleged that Dutton had a personal vendetta and that the City of Rainsville failed to investigate Dutton’s background, which included previous terminations for misconduct.
