In 2010, Officer Toots was the on-duty dispatcher and jailer when detainee Louis committed suicide in his cell. Toots failed to perform mandatory five-minute checks and was found to be browsing Facebook during the detention. The incident led to a lawsuit against the City of Hooper Bay for negligence.
