Between November 2002 and June 2003, Sergeant Jurgens engaged in conduct amounting to hostile work environment sexual harassment. Incidents included making unwelcome sexual advances and suggestive and explicit verbalizations of a sexual nature towards dispatcher Tammy Searles-Streeter. Specific incidents involved holding a plastic pacifier shaped like a penis near Streeter’s face and taking a photograph, and making inappropriate comments about her body during an off-duty, intoxicated phone call. These actions created an intimidating, hostile, and offensive work environment, leading to his termination in July 2003. The termination was upheld by the Alaska Supreme Court in 2007.
