In 2012, Chief Ray Leggett conducted a lie detector test on his son, who was under investigation for credit card fraud, and shared the results with the investigating officer. The Alaska Police Standards Council found this action demonstrated a profound lack of judgment and raised severe questions about his impartiality and willingness to use his position to benefit a family member. Consequently, in June 2017, the council revoked Leggett’s police certification, citing substantial doubt about his ‘good moral character.’ Despite the revocation, Leggett continued to serve as Skagway’s police chief, as Alaska law exempts chief administrative officers from the requirement to hold state certification.
