Cheryl Powell – Navajo County Sheriff’s Office

Commander Cheryl Powell was named in a lawsuit by former officer Kevin Halbig, who alleged that Powell and Sheriff Gary Butler falsely reported him for fraudulent use of a credit card in June 2008. Halbig contended that Powell’s actions were aimed at undermining his candidacy for sheriff. The court determined that Halbig had adequately stated a claim for retaliation under the First Amendment. This case is detailed in Halbig v. Navajo County, No. CV09-8124 PCT DGC, United States District Court, D. Arizona, February 2, 2010.
