In November 2012, Officer Ken Qualls issued a $2,500 ticket to a mother after her 3-year-old son urinated in their front yard. The incident drew significant public attention and criticism. Following an internal review, both the mayor and police chief stated that Officer Qualls should have exercised better judgment. He was suspended on November 13, 2012, and subsequently terminated on November 16, 2012. The officer appealed the dismissal to the personnel board.
