In September 2015, Officer de la Fuente was involved in the forceful detention and pepper-spraying of Nicholas Pletnikoff, a 28-year-old autistic man. Pletnikoff was handcuffed and pepper-sprayed after reaching into a parked vehicle near his home. The incident led to a lawsuit alleging negligence and excessive force. In August 2018, the City of Kodiak agreed to a $265,000 settlement with Pletnikoff’s guardians. The police department’s internal review found the officers’ actions necessary under the circumstances.
