KeymasterOfficer Chesser faced multiple allegations of excessive force involving his police dog, Andor. In June 2014, Ashley White, a passenger in a vehicle, fled from police and was bitten by Andor, resulting in extensive reconstructive surgery. In July 2015, Percy Garrett was pulled over for a taillight violation; after refusing a pocket search, he was bitten by Andor, requiring 24 stitches. In November 2014, Crystal Houston was bitten by Andor after a traffic stop near her home. These incidents led to at least three federal lawsuits alleging excessive force. Chesser was placed on leave in 2015 and later resigned. The city settled the lawsuits by mid-2018, with combined settlements estimated near $1 million.
