In March 2018, Officer Darby Lannom entered the hospital room of Phayjjon McClellan, a Black man recovering from a gunshot wound, and attempted to seize his cellphone without a warrant. Lannom allegedly twisted McClellan’s arm, struck him in the face, and applied pressure to his wounds, causing severe pain and medical complications. The city settled the lawsuit for $70,000. Despite the internal affairs division sustaining the complaint, Lannom avoided discipline due to the department’s delay in completing the investigation within the required one-year period.
