Officer Justin Peppers was investigated in 2023 for an incident involving Navy veteran Braxton Smith. Peppers was found to have used profane language and engaged in unbecoming conduct during a traffic stop, including mocking Smith by calling him ‘Mr. Black Man.’ Despite a history of multiple citizen complaints, Peppers was reassigned within the department following the investigation.
