Abb Mormon – Nevada County Sheriff’s Office

In 1989, Sheriff Abb Mormon allegedly coerced Dale Hayden, who had known mental health issues, into pleading guilty to terroristic threatening. Hayden was deemed incompetent to stand trial but was returned to jail and later convinced by Mormon to accept a plea deal. This led to Hayden’s probation and subsequent incarceration. In 2006, the conviction was dismissed after it was determined that Hayden was not competent to understand his plea agreement. Hayden filed a lawsuit against Mormon and Nevada County, alleging violations of his constitutional rights.
