Albenie Gagnon – Connecticut State Marshal

In August 2009, State Marshal Albenie Gagnon was accused of overbilling a client for services and making false statements. The client filed a claim with the Claims Commissioner, alleging violations including overbilling and mail fraud. The Claims Commissioner dismissed the claim as untimely, but the General Assembly later authorized the client to sue the state for damages. The case highlighted issues of alleged misconduct among state marshals and the complexities involved in seeking redress for such actions.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
