Alyssa Dulen – Rowan County Detention Center

In May 2020, Officer Alyssa Dulen was implicated in the death of inmate Justin Ciccone. According to a wrongful death lawsuit, Dulen allegedly jumped on Ciccone’s back, applied a chokehold, and pulled him to the ground during an altercation. The lawsuit accuses Dulen and other staff members of using excessive force, leading to Ciccone’s death.
