Arthur Dale Collins – Webster County Sheriff’s Department

Former jail employee charged with felony video voyeurism and sexual abuse, along with two misdemeanor charges. Allegedly tased female inmates on the buttocks and forced them to remove clothing under threat of being tased. Multiple women attempted to file complaints, but no action was taken. A federal lawsuit was filed in September 2021 by two former female inmates alleging abuse from 2019 through March 2021.
