Arthur Tiscareno – Orange County Sheriff’s Department

Deputy Arthur Tiscareno was involved in the ‘Evidence Booking Scandal’ between 2016 and 2020, where a significant percentage of deputies failed to book evidence properly and falsified related police reports. Tiscareno, along with Deputy Matthew LeFlore, was also accused of planting drugs, including methamphetamine, fentanyl, and heroin, in an attempt to frame an individual named Ace Kelly. Despite these serious allegations, Tiscareno was promoted to Sergeant.
