Brad Kaczynski – Binghamton Police Department

In January 2023, Officer Kaczynski was filmed kneeling on Hamail Waddell’s neck during an arrest, leading to an internal investigation and administrative duties. Previously, in 2013, Carlos Vazquez sued Kaczynski and the city, alleging excessive force and assault during a 2011 arrest. The lawsuit remains pending.
