Despite initial indications of fitness, the final report deemed him unfit, leading to his termination in September 2017. In November 2021, a jury awarded Hilliard $664,275 in damages, finding that the sheriff’s office violated the Americans with Disabilities Act and the Idaho Human Rights Act.
