Brian Flynn – Youngstown Police Department

Lieutenant Brian Flynn was terminated in December 2022 after being accused of failing to investigate over a dozen cases of child sexual abuse or child pornography. He faced 14 counts of dereliction of duty, which were dismissed in June 2023. In December 2024, an arbitrator ruled that his termination was unreasonable and ordered his reinstatement with back pay, noting the lack of a written policy regarding the investigation of email tips and that other officers were not disciplined for similar actions.
