Carlton Cain – Niagara Falls Police Department

During his tenure with the Niagara Falls Police Department, former Deputy Chief Cain was investigated for multiple misconduct allegations. In 2007, he retrieved his stolen police weapon by paying $800 to a suspected heroin dealer without notifying the department, violating policy. Additionally, Cain was accused of removing Internal Affairs files related to his conduct from department records. A woman also filed a lawsuit alleging that Cain blocked her hiring after she rejected his romantic advances; the city settled the lawsuit for $36,000. Cain denied any wrongdoing in these matters.
