Chief Kenneth Bradley – Millbrook Police Department

In 1997, Officer Norman Todd reported instances of misconduct by Mayor Al Kelley, including driving under the influence and requesting rides home in a patrol car after consuming alcohol. Todd alleged that after reporting these incidents to Chief of Police Kenneth Bradley, he was wrongfully terminated in retaliation. Todd filed a lawsuit against the City of Millbrook and its officials, claiming violations of his constitutional rights and wrongful discharge. The trial court granted summary judgment in favor of the defendants, and Todd’s appeal was transferred to the Alabama Court of Civil Appeals. The case is documented in Todd v. Kelley, 783 So. 2d 31 (2000).
