Clifford Marshall – Norfolk County Sheriff’s Office

In 1991, Sheriff Clifford Marshall was found to have violated conflict of interest laws by using the Norfolk County Deputy Sheriffs Office (NCDSO) credit card for personal expenses totaling $4,450.52 without timely reimbursement. Additionally, he appointed his sons, Clifford H. Marshall III and Michael Marshall, as deputy sheriffs, allowing them to earn fees for serving civil process, which constituted a conflict of interest. The State Ethics Commission imposed a civil penalty of $8,900 for the credit card misuse and $2,000 for the appointments.
