In 2011, Officer Clint Breland, then 34 years old, initiated a traffic stop involving 16-year-old Christan Damiens. Following the stop, Breland and Damiens exchanged personal information and began meeting both on and off duty. Within weeks, they engaged in a sexual relationship lasting six to eight months. An internal investigation revealed that Breland violated multiple provisions of the City’s Administrative Operations Manual, including conduct unbecoming an officer, neglect of duty, and abuse of city time. Consequently, Breland’s employment was terminated on February 3, 2015. His termination was upheld by the Hattiesburg Civil Service Commission and later affirmed by the Forrest County Circuit Court.
