Waggener, who had mental health issues and was being held in the medical observation area. Waggener was left without decontamination or relief for over five hours. Then-Sheriff Steve Mansfield described the incident as ‘disgusting and embarrassing’ and subsequently fired Sgt. Smith for his role in the mistreatment. In June 2015, Lewis County paid Waggener $300,000 to settle potential claims related to the incident.
