Cpl. Brooks Owen Laughlin – Bellingham Police Department

Cpl. Brooks Laughlin resigned on April 20, 2018, following two arrests and violations of a no-contact order. In November 2018, he was convicted of nine charges related to a years-long pattern of domestic violence abuse and was sentenced to eight years in prison. In February 2020, the city settled a federal civil rights lawsuit involving Laughlin for $175,000, which accused him of using excessive force during an arrest and alleged the department tolerated violent officers.
