The department denied the allegations, stating that an internal investigation cleared Sammon of wrongdoing. In 2021, he was disciplined for using excessive force against a veteran suffering from severe PTSD at Mayo Clinic Hospital-Saint Marys. Despite these incidents, Sammon remains employed with the Rochester Police Department.
