Daniel Winters – Stevenson Police Department

On March 22, 2015, then-Police Chief Daniel Winters and a civilian friend entered a residence without a search warrant, suspecting stolen property was inside. They encountered the resident, identified as D.F., and proceeded to physically assault him, both inside and outside the residence. Winters not only participated in the beating but also failed to intervene when his friend continued the assault. D.F. sustained injuries to his face, chest, and back. After the incident, Winters denied a jailor’s request to call an ambulance for D.F., who was spitting up blood. Eventually, another supervisor authorized medical attention. Winters was convicted on two counts of violating civil rights and sentenced to 27 months in prison on January 10, 2017.
