Written by On March 22, 2015, Police Chief Daniel Winters and a civilian friend entered a residence without a search warrant and assaulted an individual suspected of burglary. Winters participated in and failed to prevent the beating, resulting in the victim sustaining injuries. Winters was convicted on two counts of violating civil rights and sentenced to 27 months in prison on January 10, 2017.
