In August 2019, Officer Salinas approached Angel Salgado during a family celebration, initially drawing his firearm before switching to a taser. After a confrontation, Salinas deployed the taser and physically assaulted Salgado, resulting in broken facial bones. The City of Waukegan settled Salgado’s lawsuit for $300,000. In October 2020, Salinas fatally shot 19-year-old Marcellis Stinnette during a traffic stop. He was subsequently fired and indicted on charges including second-degree murder and involuntary manslaughter.
