In September 2021, Officer David Baker detained Christopher Garza, who was assisting a motorist with car troubles. Baker accused Garza of attempting to steal the vehicle, used excessive force during the arrest, and detained him without probable cause. A federal jury awarded Garza over $3 million in damages for excessive force, battery, and false arrest.
