Perkins claimed that Moyer initiated baseless investigations against him, tarnished his reputation, and threatened termination if he did not retire. The conflict arose when Perkins sought to run for sheriff, learning that Moyer supported another candidate. Perkins also contended that Moyer refused to investigate complaints against Sergeant Wright, leading to further internal conflicts.
