David Shaffer – Thetford Police Department

On June 20, 2012, Trooper David Shaffer deployed a Taser on Macadam Mason, a 39-year-old man with a history of epilepsy, during a welfare check at Mason’s home in Thetford. Mason had called a mental health crisis line expressing intentions to harm himself and others. When Mason did not comply with orders and advanced toward Shaffer, the trooper used his Taser, resulting in Mason’s death. The Vermont Attorney General’s Office investigated the incident and, on January 25, 2013, announced that no criminal charges would be filed against Shaffer, determining that his use of force was justified under the circumstances. A wrongful death lawsuit was filed by Mason’s partner, alleging negligence and emotional distress. The case highlighted concerns about law enforcement’s use of Tasers, especially on individuals with medical conditions.
