Dean Outhouse – Portsmouth Police Department

Between July 2019 and June 2022, Officer Dean Outhouse embezzled $17,340 from the Portsmouth Police Patrolman’s Union while serving as its treasurer. In February 2024, he pleaded guilty to theft by unauthorized taking and was sentenced to 12 months in the house of corrections, all suspended for one year. Outhouse made full restitution, surrendered his law enforcement certifications, agreed not to seek future employment as a law enforcement officer, and was placed on the national registry of decertified officers. He also agreed to be listed on the Exculpatory Evidence Schedule, known as the Laurie List.
