Deputy Andy Lucas – Lewis County Sheriff’s Office

Deputy Andy Lucas had limited interaction with inmate Christopher Helphenstine in April 2017. His final interaction ended with Helphenstine stating he felt ‘pretty good now.’ Helphenstine later died in custody. A lawsuit alleged deliberate indifference to Helphenstine’s medical needs, but the court found Lucas’s actions did not demonstrate knowledge of an unjustifiably high risk of harm.
