Deputy Carter – Charleston County Sheriff’s Office

In November 2019, Deputy Carter was involved in an incident where he rolled over an individual named Smalls onto his stomach to handcuff him. Smalls began to resist, leading to a struggle. Carter’s commands to Smalls to give him his hands and to stop fighting were recorded on body-worn camera footage. Smalls was later diagnosed with bilateral zygomatic arch fractures in his face. The incident led to a lawsuit alleging excessive force and failure to provide medical care. Carter had a history of policy violations, including a 2018 suspension for pointing a firearm at a colleague and multiple high-speed pursuits.
