Deputy Chad Dowdle – Sevier County Sheriff’s Office

On May 6, 2016, Deputy Dowdle was present when Deputy Wendell Randall deployed pepper spray toward an inmate, inadvertently hitting inmate Hollis Devin Martz. Martz claimed that Dowdle, along with Randall and Investigator Robert Gentry, denied him decontamination and medical care. A lawsuit ensued, but the court granted qualified immunity to the officers, determining that the law was not clearly established on the issue of delayed decontamination or medical care without prior excessive force.
