Written by In August 2023, Deputy Clay Hilton approached Kevin Hinton, who was resting in his car at Terrace View Park. Hilton informed Hinton that parking there late at night was illegal. When Hinton refused to provide identification, Hilton arrested him using excessive force, resulting in eight shattered ribs and a punctured lung. Hilton was subsequently charged with felony and misdemeanor offenses, including assault and falsifying a police report. Following an internal investigation, Hilton was terminated from the Sheriff’s Office in March 2025.
