Deputy David Vasquez – Tuolumne County Sheriff’s Office

In September 2011, Deputy Vasquez arrested Michael and Stephen Dillman for trespassing. During the arrest, Vasquez allegedly used excessive force by tightly handcuffing Michael Dillman behind his back, despite Dillman’s pleas due to his PTSD. Dillman suffered a PTSD episode during transport. At the jail, he was subjected to a strip search in front of female deputies and placed naked in a cold padded cell. A lawsuit was filed against Tuolumne County alleging excessive force and unreasonable search practices. The case highlighted concerns about the department’s adherence to policies regarding the treatment of detainees.
